c    USAGE 

c    TIPS calculates the total internal partition sum for a given molecule, 
c    isotopologue, and temperature. Current limitations are the molecular 
c    species in the HITRAN molecular database plus a few additional molecules. 
c    Temperature range may vary depending on the particular species.

c    TIPS uses HITRAN numbering system for molecules and isotopologues
c    which can be found at http://hitran.org/docs/iso-meta/
c    N.B.: For isotopologues local numbers ("local ID") are used.

c    TIPS is supplied as a source code in the following three versions:
c    1) TIPS_2017_v1p0: complete Fortran program with console UI
c    2) BD_TIPS_2017_v1p0: Fortran subroutine for embedding into user's code
c    3) QTpy: Python script with console UI
